2 PROJECT OVERVIEW WHAT IS THE PROJECT? Populating the Global Energy Storage Database (https://www.energystorageexchange.org/) with data and analysis to position the database as a leading repository for energy storage policy and project data. WHY IS THE PROJECT IMPORTANT? Policymakers see energy storage as a potential solution to the challenges that stem from the intermittency of certain renewable resources, such as solar and wind and to hasten the reduction of fossil fuel based power generation. Storage systems are therefore considered key to hastening the clean energy revolution, and are at the nexus of energy and climate change policy. However, storage will not reach its full potential unless there are enabling policies at both the federal and state levels. HOW DOES IT FIT INTO DOES CORE MISSION? The OE accomplishes its mission to drive electric grid modernization and resiliency in the energy infrastructure through research, partnership, facilitation, modeling and analytics, and emergency preparedness. This project supports the OEs mission by deepening the repository of research, analysis, and benchmarking data regarding energy storage policies across the U.S. 3

PROJECT TEAM Will McNamara, SNL Jaci Hernandez, SNL Howard Passell, SNL Sam Roberts, SNL Samuel Ojetola, SNL Ray Byrne, SNL Babu Chalamala, SNL 4 PROJECT OBJECTIVES Develop a repository of policy information & analysis, along with project data at an individual state level, which provides a comprehensive assessment of the ways in which continued development of energy storage is supported by enabling policies. As of September 2019, about 15 states have developed substantive policy on energy storage. It is anticipated that eventually all 50 states will need to develop energy storage policies. Energy storage requires policy development on issues such as procurement mandates, rate design, financial subsidies, valuation, cost recovery, interconnection rules, revision of existing

net metering programs, integrated resource planning, distribution network planning, wholesale market participation, and integration with renewables and broader DERs policies. State-level policies for energy storage can be developed through executive orders, legislation and regulations, which can then be used to drive market development in specific states. Presently, six state policy summaries have been developed (Arizona, California, Hawaii, Nevada, New Mexico, and New York). Other state summaries are being developed with the goal of having all 50 states summarized by 2Q 2020. As the repository becomes populated, it is intended to serve as a basis for education across the industry and, specifically, to serve as a means to educate and inform state utility commissioners as they develop new energy storage policies. 5 PROJECT METRICS AND MILESTONES WHAT METRICS DID YOU USE? The Project uses a Storage Policy Snapshot to summarize the maturity level of energy storage policy development in a particular state by identifying the states progress across 11 key components. The 11 components provide a unique and consistent means by which the maturity of state-level policy on energy storage can be measured. HOW DID YOU MEET YOUR MILESTONES?

The primary milestone for this Project is to complete the process of populating the Global Energy Storage Database with information for all 50 U.S. states, particularly those states that have adopted substantive energy storage policy. As of September 2019 there are approximately 15 states that have adopted substantive energy storage policy, but it is anticipated that eventually all states will need to create policy in this area. ARE THERE FUTURE MILESTONES/PHASES ASSOCIATED WITH THIS PROJECT? Complete the process of populating the database with policy and project information by 2Q 2020. 6 PROJECT CHALLENGES AS A RESULT OF THIS PROJECT, THESE WERE THE CHALLENGES: TECHNICAL EQUIPMENT

FACILITIES EXPERIMENT CONDITIONS POLICIES / PROCEDURES One of the challenges that has been discovered thus far with this new Project is that some information regarding energy storage policy development may not be available within the public domain. Oftentimes, policy at the state level is initiated through a regulatory docket, executive directive or otherwise-stated, high level goaland then stalls due to inactivity. It becomes a challenge to interpret why some states move swiftly to develop energy storage policy while other states lag behind in the process despite the fact that ultimately the development of energy

storage policy will be something that all states will have to consider. AND THESE ARE THE OPPORTUNITIES The opportunity exists for the DOE/OE to develop the primary industry resource for information and analysis on energy storage policy. 7 PROJECT RESULTS IDENTIFY RESULTS Results are pending as this is a new initiative. WHAT CAME OUT OF RESEARCH: PUBLICATIONS: It is expected that white papers and other publications will be prepared based on the data and analysis being developed for the database.

PATENTS COLLABORATIONS: It is expected that collaborations with other federal agencies and state PUCs will support this effort. HIRING, ETC.: It is expected that the hiring of one (1) full-time support person (e.g., student intern) to help keep the database updated may be necessary. 8 LOOKING FORWARD NEXT STEPS Continue to prepare state policy summaries beyond the six states that have been developed thus far. State summaries currently under development include: Maryland, Oregon, Colorado, Illinois,

Minnesota, Missouri, New Jersey, Pennsylvania, and Washington (rounding out the states that have adopted substantive energy storage policy to date). FURTHER WORK AND RESEARCH Continue to research energy storage policy initiatives through a variety of research mediums: state public regulatory websites, industry publications, and search engines that are specific to policy issues COMMERCIALIZATION DISSEMINATION State policy summaries will be uploaded to the database as they are completed and approved.
